NATIONAL EXHIBITOR LICENSING

1. Purpose
This Policy sets out the mandatory requirements, documentation, and conditions for the issuance of a National Exhibitor License to qualified applicants seeking to engage in film and movie exhibition activities across multiple States within the Federal Republic of Nigeria.
The objective of this Policy is to ensure that national exhibition operations are properly structured, legally compliant, professionally managed, and aligned with the classification and regulatory standards of the National Film and Video Censors Board (NFVCB).
2. Eligibility
A National Exhibitor License shall be granted only to duly incorporated companies that meet the corporate, operational, financial, and regulatory requirements prescribed in this Policy.
3. Application Requirements
Applicants shall submit the following documents and information:
3.1. Application Form
- A duly completed and signed National Exhibitor License Application Form.
3.2. Corporate Registration Documents
- A copy of the Certificate of Incorporation showing a minimum authorized share capital of Five Million Naira (₦5,000,000.00).
- A Certified True Copy (CTC) of the company’s Memorandum and Articles of Association clearly stating film and movie exhibition, cinema operation, or related audiovisual exhibition activities as one of the company’s objectives.
- A Certified True Copy (CTC) of the Particulars of Directors.
3.3. Mandatory Officers
The Applicant shall designate the following Mandatory Officers:
- Chief Executive Officer (CEO).
- Legal Officer, or evidence of a formal professional relationship with a qualified legal practitioner or registered law firm.
Details of these Mandatory Officers must be clearly articulated in the Company Profile.
3.4. Company Profile
The Applicant shall submit a comprehensive Company Profile containing:
- Overview and background of the company.
- Profiles of Directors.
- Profiles of Mandatory Officers.
- Proposed area(s) of operation across multiple States within the Federation.
- Description of the operational structure for national exhibition activities.
3.5. Operational Office
- The Applicant shall maintain an identifiable and verifiable physical office within Nigeria.
- Details of the office location shall be clearly stated in the Company Profile.
3.6. Proposed Locations
- The Applicant shall clearly state the number and proposed locations of intended exhibition sites within each State of operation.
- Each proposed location shall be subject to regulatory oversight and inspection by the NFVCB where necessary.
3.7. Professional Affiliation
- The Applicant shall provide evidence of affiliation with a recognized and registered body for cinema exhibition in Nigeria.
3.8. Film Classification Compliance
The Applicant shall undertake to:
- Exhibit only films duly classified by the NFVCB.
- Prominently and visibly display NFVCB classification symbols and ratings on all promotional materials and on-screen prior to exhibition.
- Comply with all applicable content regulations, directives, and advisories issued by the NFVCB from time to time.
3.9. Tax Compliance
- The Applicant shall provide a valid Tax Identification Number (TIN) issued by the Federal Inland Revenue Service (FIRS).
3.10. Payment of Fees
The Applicant shall provide evidence of payment of the prescribed fees as follows:
- Licensing Fee: ₦5,000,000
- Processing Fee: ₦50,000
Payments shall be made through the Remita platform or any other government-approved payment platform, and official receipt(s) must be obtained from the NFVCB.
4. Compliance
- All submitted documents must be valid, authentic, and up to date.
- The NFVCB reserves the right to verify all information provided, inspect operational facilities nationwide, and monitor exhibition activities to ensure compliance with applicable regulations.
- The NFVCB may request additional documentation or clarification where necessary.
- Failure to comply with any of the above requirements may result in delay, suspension, refusal, or revocation of the License.

The objective of this Policy is to ensure that regional exhibition operations are properly structured, legally compliant, professionally managed, and aligned with the classification and regulatory standards of the National Film and Video Censors Board (NFVCB).
2. Eligibility
A Regional Exhibitor License shall be granted only to duly incorporated companies that meet the corporate, operational, financial, and regulatory requirements outlined in this Policy.
3. Application Requirements
Applicants shall submit the following documents and information:
3.1. Application Form
- A duly completed and signed Regional Exhibitor License Application Form.

- Each proposed location shall be subject to regulatory oversight and inspection by the NFVCB where necessary.
3.7. Professional Affiliation
- The Applicant shall provide evidence of affiliation with a recognized and registered body for cinema exhibition in Nigeria.
3.8. Film Classification Compliance
The Applicant shall undertake to:

The objective of this Policy is to ensure that community exhibition operations are properly structured, legally compliant, professionally managed, and aligned with the classification and regulatory standards of the National Film and Video Censors Board (NFVCB).
- Eligibility
A Community Exhibitor License shall be granted only to duly registered companies that meet the corporate, operational, and regulatory requirements outlined in this Policy.
- Application Requirements
Applicants shall submit the following documents and information:
- Application Form
A duly completed and signed Community Exhibitor License Application Form.
- Corporate Registration Documents
- A copy of the Certificate of Incorporation issued by the Corporate Affairs Commission, showing a minimum authorized share capital of One Million Naira (₦1,000,000.00).
- A Certified True Copy (CTC) of the company’s Memorandum and Articles of Association, clearly stating film or movie exhibition, cinema operation, or related activities as one of the company’s objectives.
- A Certified True Copy (CTC) of the Particulars of Directors of the company.
- Mandatory Officers
The Applicant shall designate the following Mandatory Officers:
- Chief Executive Officer (CEO)
- Accountant
- Legal Officer, or evidence of a formal professional relationship with a qualified lawyer or registered law firm

3.7. Tax Compliance
The Applicant shall provide a valid Tax Identification Number (TIN) issued by the Federal Inland Revenue Service (FIRS).
3.8. Payment of Fees
Evidence of payment of the prescribed fees as follows:
- Licensing Fee: ₦1,000,000
- Processing Fee: ₦50,000

A National Mobile Exhibitor License shall be granted only to duly incorporated companies that meet the corporate, operational, financial, and regulatory requirements outlined in this Policy.

Applicants shall submit the following documents and information:

- NFVCB classification symbols and ratings must be prominently and visibly displayed on promotional materials and on-screen prior to exhibition.
